Green Skills & Methodologies
Overview
PLEDGE supports the introduction of green sectoral skills, strategies, and methodologies within higher education to prepare graduates for careers in sustainable industries and Uganda’s emerging green-growth economy. The project recognizes that agriculture, tourism, and related sectors must transition toward environmentally responsible production systems while maintaining economic competitiveness and creating jobs.
What PLEDGE will do
- Introduce green sectoral skills into higher education systems.
- Develop methodologies that integrate sustainability into teaching and learning.
- Promote green technologies, sustainable agriculture, renewable approaches, and environmentally responsible practices.
- Support universities to engage industry partners and provide practical learning experiences.
- Establish mechanisms to evaluate sustainability competencies and educational outcomes.
Expected Transformation
Higher education institutions will become drivers of innovation, preparing graduates with practical competencies that support sustainable economic growth and environmental stewardship.
Competence-Based Education & Training (CBET)
Overview
Competence-Based Education and Training (CBET) is central to PLEDGE. The project promotes a shift from traditional education models toward practical, industry-oriented learning that develops competencies aligned with labour market needs. The initiative supports Uganda’s ongoing transition toward competence-based education across higher institutions of learning.
What PLEDGE will do
- Reform curriculum design to focus on competencies and practical application.
- Strengthen work-based learning, placements, and dual education approaches.
- Support accredited teacher training and Continuous Professional Development (CPD).
- Introduce mechanisms for measuring educational impact.
- Support accreditation of green-growth-oriented study programmes at undergraduate, postgraduate, and doctoral levels.

Sustainable Agri-food Value Chains
Overview
PLEDGE promotes sustainable agri-food value chains as a foundation for Uganda’s green-growth economy. The project responds to challenges including declining soil quality, climate pressures, inefficient production systems, and limited value addition. The initiative emphasizes stronger collaboration between universities, government, and industry to improve knowledge transfer and innovation adoption.
What PLEDGE will do
- Strengthen links between higher education and agri-food industries.
- Promote innovation and technology transfer to farming communities.
- Support entrepreneurial training and practical skills development.
- Advance sustainable production and value addition.
- Promote environmentally responsible agricultural practices.

Coffee Value Chain Development
Overview
Coffee is one of the priority value chains identified under Uganda’s development agenda and aligns with the EU–Uganda Global Gateway priorities supported through PLEDGE. The project responds to evolving international requirements for sustainable coffee production and responsible value chain practices.
What PLEDGE will do
- Establish a sectoral university–industry council for coffee.
- Develop expertise through a National Training Excellence Centre for coffee.
- Promote sustainable agronomic practices.
- Strengthen supply chain transparency and responsible business practices.
- Support preparation for environmental compliance requirements affecting coffee trade.

The intervention aims to improve competitiveness, sustainability, and industry readiness while strengthening knowledge exchange between universities and the coffee sector.
Horticulture Value Chain Development
Overview
Horticulture is one of Uganda’s priority industrial value chains and forms part of PLEDGE’s sustainable agri-food transformation agenda. The project recognizes the opportunity for increased value addition and stronger integration of research, training, and market needs.
What PLEDGE will do
- Establish a university–industry council dedicated to horticulture.
- Create a National Training Excellence Centre focused on horticulture (avocado).
- Promote environmentally sustainable production approaches.
- Strengthen practical learning and industry engagement.
- Support innovation and improved production efficiency.

The intervention aims to increase sustainability, strengthen market responsiveness, and improve knowledge transfer across the horticulture ecosystem.
Sustainable Tourism Development
Overview
PLEDGE recognizes tourism as a strategic sector for Uganda’s sustainable growth agenda and supports building stronger links between education, research, and tourism development. The project builds upon recommendations for sustainable tourism pathways in Uganda.
What PLEDGE will do
- Support sustainable tourism certification approaches.
- Strengthen community ownership and conservancy models.
- Expand entrepreneurial skills for tourism products and support services.
- Promote packaging, marketing, and sales of sustainable tourism offerings.
- Strengthen tourism research, data collection, and knowledge dissemination.
Expected Transformation
The project seeks to position tourism as a driver of sustainable development while reducing skills gaps and strengthening conservation and local economic participation.
